WINNIPEG, Manitoba – A Canadian judge ruled Thursday that a man accused of beheading and cannibalizing a fellow Greyhound bus passenger is not criminally responsible due to mental illness.

The decision means Chinese immigrant Vince Li will be treated in a mental institution instead of going to prison. The family of victim Tim McLean dismissed the trial as a “rubber stamp” that allows Li to get away with murder.

“A crime was still committed here, a murder still occurred,” said Carol deDelley, McLean’s mother. “There was nobody else on that bus holding a knife, slicing up my child.”

The judge said Li should not be held criminally accountable for stabbing McLean dozens of times last July and dismembering his body while horrified passengers fled.

Justice John Scurfield said Li’s attack was “grotesque” and “barbaric” but “strongly suggestive of a mental disorder.”

“He did not appreciate the actions he committed were morally wrong. He believed he was acting in self-defense,” Scurfield said.

FORT PIERCE, Fla. – Authorities say a Florida woman called 911 three times after McDonald’s employees told her they were out of Chicken McNuggets.

A police report says 27-year-old Fort Pierce resident Latreasa L. Goodman told authorities she paid for a 10-piece last week but was later informed the restaurant had run out.

She says she was refused a refund and told all sales were final. A cashier told police she offered Goodman a larger portion of different food for the same price, but Goodman became irate.

“This is an emergency. If I would have known they didn’t have McNuggets, I wouldn’t have given my money, and now she wants to give me a McDouble, but I don’t want one,” Goodman told police, according to The Stuart News. “This is an emergency.”

Police say Goodman was cited on a misuse of 911 charge. A current phone listing for Goodman couldn’t be found.

A McDonald’s spokesman says Goodman should have been given a refund, and she’s being sent a gift card for a free meal.

CHICAGO – Chicago police said Tuesday that seven officers face disciplinary reviews for the “lax” behavior that allowed a 14-year-old to pose as an officer, drive a patrol car and aid in an arrest.

“They weren’t paying attention,” Superintendent Jody Weis said at a news conference announcing the completion of the investigation.

ELIZABETHTON, Tenn. – The Carter County Sheriff’s Department is trying to serve an 80-year-old warrant for the arrest of a man who wrote a $30 bad check, although officers are unsure if he is alive.

The warrant, issued in August 1928, calls for the arrest of J.A. Rowland. It says he owes $30 for the bad check, $2 for the arrest fee and 50 cents each for the affidavit and warrant.

The New Zealand city of Christchurch hopes that putting the American crooner’s smooth and gentle tones into the mix of music to be broadcast through the central mall district can pacify unruly teens who congregate there, or at least convince them to go elsewhere.

“The intention is to change the environment in a positive way … so nobody feels threatened or intimidated,” Central City Business Association manager Paul Lonsdale told The Associated Press. “I did not say Barry Manilow is a weapon of mass destruction.”
